Jolie Diane analysed the meaty document: The “One Big Beautiful Bill Act” allocates substantial funds for AI and 5G/6G technologies, with a strong focus on military use, confirming the crucial role of defence in technology development. The bill imposes a 10-year moratorium prohibiting states from regulating artificial intelligence, prompting criticism that it could weaken federalism, create a regulatory vacuum, and favour large technology companies at the expense of protecting citizens. This balance between innovation, national security and civil rights is at the centre of political and social debate in the US.
The main criticism levelled against the “One Big Beautiful Bill Act” mainly concerns the ten-year moratorium that would prevent states and local governments from regulating artificial intelligence.
The article points out that a significant part of the funds in the bill is earmarked precisely for the development of AI and 5G/6G for military use. This confirms that defence remains one of the main drivers of technological innovation in the United States.
5G/6G, AI in Funded ‘‘One Big Beautiful Bill Act’’

20 May 2025 | Zero5G.com | Congressional bill proposal would fund Artificial Intelligence, 5G/6G for military use.
A particularly problematic measure buried on page 292 of the 1,116 page document is intended to restrict States from regulating AI: “no state or political subdivision may enforce any law or regulation regulating artificial intelligence models, artificial intelligence systems, or automated decision systems during the 10-year period beginning on the date of the enactment of this Act.”
The federal attempt to prevent States from regulating AI for the next ten years stands in conflict with the Tenth Amendment.
